Terms of Reference

1.    To promote and maintain high standards of conduct by Members of the Authority.

2.    To assist Members of the Authority to observe the Code of Conduct for Members.

3.    To advise the Authority on the adoption or revision of its Code of Conduct for Members.

4.    To monitor the operation of the Code of Conduct for Members.

5.    To advise, train or arrange to train Members of the Authority on matters relating to the Code of Conduct for Members.

6.    To grant dispensations to Members of the Authority from requirements relating to interests set out in the Code of Conduct for Members.

7.    To deal with any reports from a case tribunal or interim case tribunal, and any report from the Authority's Monitoring   Officer, on any matter which is referred by an ethical standards officer to the Monitoring Officer.

8.    To exercise such powers of censure and total or partial suspension as may be permitted by statutory regulation.


As agreed by the Authority on 22 March 2001, the Standards Committee will consist of five Members:  three Members of the Authority (one nominated by each of the main political groups) and two independent Members.  The Chairman (all five Members eligible) will be elected by the Members of the Committee.
