Charles Kerr, Director of Finance and Corporate
Charles deals with corporate finance, corporate governance, IT,
insurance, procurement, property and facilities management.
He is supported by Alison Kilpatrick, Assistant
Director of Finance, James Finch, Assistant Director of Policy
and Performance and Karen Irvine, Assistant Director of
Assistant Director of Finance
Alison has overall responsibility for the finance section which
consists of three teams: Corporate Finance, Exchequer Services and
Insurance and Risk Management.
Corporate Finance is responsible for all aspects of budgeting
and costing including the production of the Authority's Statement of
Accounts and the development of the annual budget and
Medium Term Financial Plan.
Exchequer Services is responsible for processing a wide range of
financial documents which include invoices from suppliers, customer
invoices, purchasing card statements, employee expense claims,
banking transactions, VAT and tax.
Insurance and Risk Management is responsible for arranging
insurance, processing claims and introducing risk management
measures. They are also responsible for internal audit, anti-fraud
and corruption, and licence checks.
Assistant Director of Policy and Performance
James is responsible for corporate planning, project management,
Member services, executive support, and business intelligence.
James also supports the Chief Executive Ann Millington in her
role as a Director of the Chief Fire Officers Association
Assistant Director of Human Resources
Karen is responsible for all matters to do with human resources
and organisational development for KFRS.
